In 2022, the federal government did something unprecedented: it required every major health insurer in the country to publicly publish their negotiated rates with every provider in their network. The Transparency-in-Coverage Rule mandated disclosure of the actual prices — not estimates, not list prices — that insurers had contracted to pay for every covered medical service.

The data was technically public. It was practically useless.

A single payer's MRF dataset spans thousands of files and multiple terabytes of deeply nested JSON. Extracting a targeted slice — say, negotiated rates for behavioral health CPT codes in Missouri from Aetna and Anthem — requires cloud infrastructure, specialized parsing logic, cross-file joins, and careful normalization. The established vendors noticed the opportunity and responded predictably: $12,000-a-year contracts, mandatory demos, opaque pricing, and 30-day sales cycles just to see a number.
